Ukraine would have been crushed in Russia’s war without the support of the United States, President Donald Trump declared on Tuesday.

The President made the remark in the Oval Office at the White House after signing an executive order to improve price transparency on healthcare costs.

The Departments of Treasury, Labor, and Health and Human Services have been directed to, within 90 days, produce a framework to enforce the order, which affects health insurers and hospitals.

Speaking on the deal with Ukraine, Trump said the U.S. had given the European nation between $300 billion and $350 billion, adding, “we want to get that money back.”

The President said America has been helping Ukraine through a “very big problem,” and stated that taxpayer money must be fully refunded.

“Ukraine, I will say, they are very brave,” he acknowledged. “But without the United States and its money and its military equipment, this war would have been over in a very short period of time.”
